You can use your moneybookers account without verifying it although it is not advisable to do so. The only drawback is that you will have limitations on your account as with other online payment processors.
These limits will apply to your to sending, receiving or when you want to withdraw money. Verification of accounts seems to be a hassle if the procedures for other ecurrencies is anything to by.
Have you verified yours?
Even if your account is unverified and limit its still can you it. In fact theirs no problem using unverified account as the funds limit is also high enough that its really don't bother you at all. Or unless you have hundreds dollars worth of transaction every day then that's different story and if you transact that much every day then I think you really need to get verified.
